On Nov. 17, the 2022 China International Digital Economy Expo Data Sharing Enabling Digital Government High Quality Development Forum was held online. Xu Yuchang, Secretary of the Party Committee and Chairman of the China Economic Information Service, and Zhang Ruishu, Secretary of the Party Leadership Group and Director of the Hebei Provincial Administration Service Management Office delivered speeches. Tan Jianrong, an academician of Chinese Academy of Engineering, and many other experts talked together on cloud and exchanged views on how to give full play to the role of data as basic resources and innovation engine, and improve the scientific level of government decision-making and management service efficiency.

Xu Yuchang said in his speech that strengthening the construction of digital government is an important measure to innovate the concept and mode of government governance, form a new pattern of digital governance, and promote the modernization of national governance system and governance capacity. Since 2020, China Economic Information Service has undertaken the daily operation and maintenance of the national government service platform and the national Internet plus regulatory system, and has accumulated rich experience and capabilities in digital government services.

Xu Yuchang said that in the future, China Economic Information Service will focus on the digital government construction plan, base itself on the actual development of Hebei, give full play to its service experience and capabilities in the field of digital government construction, introduce more forward-looking, innovative and applied ideas and methods into Hebei, help identify the best path for digital government construction, and help Hebei comprehensively improve the level of digital government construction.

Zhang Ruishu introduced in his speech that Hebei Province has thoroughly implemented the decisions and deployment of the CPC Central Committee and the State Council, paid attention to the focus and breakthrough of government service, developed an integrated government service platform with online and offline in-depth integration, vertical to the bottom, horizontal to the edge, overall linkage and complete functions, and established a provincial big data platform for government affairs with integrated data, business collaboration, unified standards, security and controllability, so as to enhance the efficiency of government performance and provide strong support to push forward the construction of digital government.

Zhang Ruishu said that in the next step, Hebei Province will continue to emancipate its mind, forge ahead, study more scenarios and more ways of data application, maximize the potential of data, give play to data value, release data dividends, accelerate the construction of digital Hebei, and create a Chinese path to modernization Hebei scenario.

Wang Yimin, director of the e-government research center of the Party School of the Central Committee of C.P.C (National Academy of Governance) and deputy director of the National E-government Expert Committee, focused on analyzing the construction of China's integrated government big data system. He believes that the construction of government big data system faces challenges such as the improvement of government data overall management mechanism, the improvement of data basic system, and the improvement of government data sharing quality. However, with the release of the Guidelines for the Construction of the National Integrated Government Big Data System, we will clarify the relationship between the national platform and local department platforms, establish a national integrated government data sharing, exchange and service system centered on the national government big data platform, effectively promote the vertical and horizontal connectivity of government data, and vigorously advance the construction of the national integrated government big data system.

Wu Zhigang, vice director of China Software Evaluation Center and expert member of China Big Data Industry Ecological Alliance, believes that the construction of digital government enabled by data governance cannot be separated from the continuous improvement of the data management ability of governments at all levels. It is necessary to study and formulate a set of evaluation indicator system for the data management capabilities of government agencies in line with China, evaluate the data management capabilities of local governments, help local government agencies to learn about the current situation, identify the problems, see the weakness and clarify the direction, accelerate the guidance of local government agencies in strengthening the development of their data management capabilities, give play to the value of government data, and help local digital reform.

"Digital government includes two main bodies: 'government' and 'digital'. It is an innovation in building a government governance system in the age of big data. It is an innovative government service model supported by advanced information technology and aimed at improving the modernization level of government governance system and governance capability, focusing on the openness and transparency of government information and seeking data sharing dividends." In the opinion of Chen Jiehao, director of the Institute of Data Application and Management of China Industrial Internet Research Institute, AI technology is becoming mature, which will provide new ideas for the development of digital government - using digital technology to promote government governance from comprehensive cognition to overall intelligent governance.

Data Sharing Enabling Digital Government High Quality Development Forum was jointly organized by Xinhua News Agency, China Economic Information Service and Hebei Provincial Government Service Management Office. At the conference, Xinhua News Agency Hebei Branch and Hebei Provincial Government Affairs Service Management Office signed a framework cooperation agreement. Both parties will give full play to and integrate their respective advantages and cooperate in various areas such as building the digital government and social credit system, so as to energize Hebei's economic and social development.
